I just wanted to raise an issue here that was brought to my attention earlier this week. The Current window Radegast installer will fail to install the voice package due to a 404 error on the URL.
It would appear that the voice package has been moved. A number of the virtual abilities users are dependent upon Voice for continued access to Second Life.
Along with Whirly Fizzle, I have identified a workaround that uses a backup archive of the package that Whirly found.
This dodges the immediate problem but only stores up the next issue which is the impending block of the older, insecure Vivox libraries. When the lab blocks these Radegast users will no longer have working voice.
Whirly has kindly tested the following additional workaround that manually pulls in the latest Vivox package from the Lab, and unpacks it. She has tested this on Win7 64 bit with no issues.
It is unclear to me how much active maintenance on Radegast is possible and whether there is anyone willing or able to go in and produce an updated RadegastVoicepack-1.N.exe, if there is someone out there then hopefully these instructions may expedite the task.

Download the backup of the Radegast voice package from here [https://storage.googleapis.com/google-code-archive-downloads/v2/code.google.com/radegast/RadegastVoicepack-1.0.exe]
Run this file and click OK to accept the terms and conditions then to confirm the installation.
Next follow the normal download and installation instructions for radegast.
When you run the installer you can still select "install voice pack" but because it is already installed the installation will detect this and continue without error.
You should now be able to use Radesgast with voice as before.

2) Open the Radegast install folder - by default this is located at C:\Program Files (x86)\Radegast
3) Delete all the following files if they are present - you will only see these files if you already have the voice plugin installed for Radegast.

4) Download the latest voice files from automated-builds-secondlife-com.s3.amazonaws.com/hg/repo/vivox_3p-slvoice/rev/302004/arch/CYGWIN/installer/slvoice-4.6.0017.22050.302004-windows-302004.tar.bz2
5) Extract all the files contained in this tar into your Radegast install folder.
This new voice package contains the following files, all which need to be placed into the Radegast install folder.
ca-bundle.crt
libsndfile-1.dll
ortp.dll
SLVoice.exe
vivoxoal.dll
vivoxsdk.dll
6) Login and hopfully voice is working!
Tested on my Windows 7 64bit system and voice works perfectly as far as I can tell.
