Does Radegast have the ability to log an avatar out and then log them back in after a certain time period?
Also, Does it have the ability to issue a / command repeatedly after loging in without intervention?

It's rather late to answer on this. This is what I found out so far (on Windows XP):
1) when you shut down the viewer by closing the window either by will or due to other conditions (e.g. restarting the pc, power outage, etc) nothing happens. Maybe it could be done on the OS level, like using a monitoring service that restarts Radegast using a command line when it's no longer there.
2) when you logoff by clicking "Disconnect" from the "File" menu nothing happens. You will stay disconnected until you manually click "Reconnect" from the "File" menu or restart the viewer.
3) when you get disconnected due to a sim restart or a network interruption (not sure about the latter) the built-in Auto-reconnect feature comes into play and you will be logged in again after the amount of time specified in the preferences.
4) I'm not aware of any built-in functionality that automatically let you execute a command after re-log. However, it would be relatively easy to implement such a functionality in a plug-in.
As an example I created a plug-in for a bot, that when it's activated and the bot is connected, checks every two minutes whether the bot is on its home sim or not.
In case the bot is not on its home sim it tries to execute a "//tp *home*" command. The *home* is a landmark named like that in the bots Radegast Landmarks folder.
This way the bot will be automatically sent home instead of hanging around on a safe hub when the sim was down or has been restarted. I haven't had a real test case yet, but it works when I tp the bot to another sim and manually perform a re-log.
